 Hon. Oblayon Blayon Nyemah
 Hon. Oblayon Blayon Nyemah, Sr. was born on May 18, 1968 unto the union of Mr. David Saylee Nyemah and Rachel Dwenyonnoh Sayon Nyemah in Bong Mines, Bong County, Republic of Liberia. He started his primary education in Mano River, Grand Cape Mount County in 1975, where his parents worked with the National Iron Ore Company (NIOC), a former concession area. The community was quite peaceful, secure and productive in all spheres of family life and children upbringing.
In 1982, Hon. Nyemah completed his Junior High School education at the Kongo Jr. & Sr. High School in Mano River, Grand Cape Mount County with a successful pass in the West Africa Examination Council Junior High School National Exam and graduating therefore as one of the highest academic performers in his class.  In 1983, he enrolled at the William V. S. Tubman High School, 12th Street, Sinkor, Monrovia, Liberia. He completed his High School in 1985 making successful passes in both the West African Examination Council (WAEC) senior high examination and the School.
Hon. Nyemah matriculated at the University of Liberia in 1988 pursuing a Bachelor of Science (BSc.) degree in Economics and minoring Management. He graduated in 1995 after intermittent interruptions of the academic calendar years due to the civil upheaval in the country.
In 1997 Hon. Nyemah entered the Louis Arthur Grimes School of Law and completed two years of legal studies.  Due to political differences and the unstable political climate in the country, he fled the country to the United States of America where he sought political asylum. In the USA, Hon. Nyemah attended the St. Mary’s Catholic University of Minnesota obtaining a Master of Science (MSc) degree in Project Management.  He holds a graduate diploma in Mid-level Career Diplomacy from the Foreign Service Acedemic in Islamabad, Islamic Republic of Paskistan, and several other certificates of achievement and participation in Liberia, Africa and the United States of America. Hon. Nyemah suspended the pursuit of his second Masters program in Public Administration and returned home in response to the clarion call by Her Execellency the President Madame Ellen Johnson Sirleaf for Liberians in the diaspora to return home to lend their professional expertise for post-conflict reconstruction. Since 2009, Hon. Nyemah has worked with the Civil Service Agency, as Head of the Civil Service Reform Directorate, pivoting civil service reforms across the Government and providing a strategic direction for the orientation of the Liberian Civil Service. Under his leadership, he contributed to the tremendous achievements that have been made in the transformative processes of giving the Liberian Civil Service, a new face.
Hon. Nyemah has received several distinctions and decorations and  currently serves as the Service Champion and Technical Focal Person for Liberia to the Conference of African Ministers of Public/Civil Service (CAMPS) and representative delegate of the Director-General of Civil Service Agency to the Ministers’ Conference Extended Bureau, where he continues to work with Management Development Institutes (MDIs) in  a closely knitted  collaboration of   African Management Development Institutes Network (AMDIN), for continental capacity development  of the African Public Service with a great focus of obtaining the greater goal of achieving Capable Developmental States across the African Continent.  Also, at the level of CAMPS he represents Liberia on another thematic area of the Ministers’ programs which is the Post Conflict Reconstruction and Development (PCRD). The Honorable Director General is a reformer, an architect for social change with a vision to give our Public Service a new dimension. He espouses to the Agenda for Transformation (AfT) and fully supports, Her Excellency Madam Ellen Johnson-Sirleaf, drive to transform our governance system in an effort to deliver quality, efficient and effective services to the citizenry for sustained growth and development. Hon. Nyemah is also a member of the Steering Committee of African Training and Research Centre in Administration for Development (CAFRAD) Headquarters in Tangier, Kingdom of Morocco.
Hon. Nyemah is a devout Christian, a member of the Trinity Lutheran Church in Liberia and the River of Life Lutheran Church in Minnesota and has served as Parish Council member in both Parishes. He is married to Mrs. Nancy Poure Nyemah and a father of six children.
